What Rose Water is
Rose water is the distilled water, not rose oil and not a perfume concentrate. Kitchens and dressing tables in Pakistan both keep a bottle. The Planner extract does not list a separate volume, so the page uses rose water and arq-e-gulab.
How people in Pakistan use it
Mix it into multani mitti, splash it on washed skin, or add a spoon to a sherbet if the bottle you received is a food-grade arq you are happy to taste. Keep the cap on. Scent fades in an open bottle.
Choosing a pack
250 ml is the dressing-table bottle. 800 ml is the one you mix into clay all month. Rose oil is a separate, much smaller and stronger bottle.
A plain caution
If it irritates, stop. A splash and a mixer, not a medicine for eyes. Do not put it in the eyes.

No. Rose oil is concentrated and sold separately. This is the water.
